What is peeling bark on my dogwoods? Also spots of seafoam green mildew. Any advice?

If this is a kousa dogwood, peeling bark is normal. You could also have lichens growing on the trunk, which also are not a cause for concern. http://extension.umd.edu/hgic/lichens-trees-and-shrubs Put lichens on trunk into Google Image to see the many varying types of lichens. vw
