Insects/mites causing curly leaves on persimmon?

I have several Asian persimmon trees in a garden for about two years, bought from various nurseries. A garden is in mostly full sun location (MD). Many persimmon leaves suffer from what appears to be insects/mites infection which causes curly leaves. I tried various sprays, insecticidal soap, etc. but couldn't get rid of infection. What's causing it, what is the most effective way to battle it?

The leaf curling was probably caused by aphids. The damage is done and we do not suggest any sort of treatment other than washing them off with a strong stream of water. Keep the trees deeply watered if there is not an inch of rain in a week. vw
