I have a yellow substance in my mulch in various places it looks like it's gross but also has a texture of sand it's very strange

This is a harmelss slime mold known, appropriately, as dog vomit fungus. It grows on dead organic matter, for example, mulch. It's growth is all part of the decomposition process of dead organic matter and it perfectly normal. It isn't visible for long. If you don't like it, you can use a shovel and throw out that bit of mulch it's growing on. But, really, you can just ignore it. The spores of fungus are always floating around, and getting rid of the ones you see will not prevent it in the future. It's very common.
