Irises with roots and no plant

I planted six clumps of Siberian Iris (Caesar's Brother), in a circle, came back fine the first few year, but the third year it just has one or two leaves. I dug and found the roots still there. I lifted them a bit, thinking maybe they were too low, but nothing has sprouted. It has not died back, just failed to leaf out. Other Iris circles nearby are fine. I hate to give up on it, any ideas?

What would "hollow" roots look like? If the masses of roots were hollow, does that mean the irises will never bloom again and there is no way to bring them back? thnx.
