Trouble with tree

Could you tell us what kind of tree this is and what might be wrong with it? The stuff coming out of the top and running down the tree is gooey.

Without seeing leaves and their arrangement on the stems we can't identify your tree for sure. It could possibly be an elm.

How do the leaves and canopy look? Thick and healthy?
