Rings around apples

I have a one inch ring around my apples almost like a ring

Sounds like what we call a frost ring. You had a freeze event during or just after bloom and the surface of the flower was damaged, but the seeds were not killed. The russeting may be in a ring, on the end of the fruit or only on one side. I attach some pictures of frost rings on small fruit in the late spring and at harvest.
