Cedar Bush Problem

My cedar bushes have something on them that resembles 'spit'. They are probably about 25 years old.

I have never seen this before. It's probably some type of insect?? But I'm not sure and don't want it to ruin my bushes. Any ideas??

It sounds like a spittlebug. If it is, they generally do not do enough damage to harm the plant.
