Double Knockout Rose -- decease

I have 12 double knockout rose bushes, they had a desease last season and I trimmed to 2 inches from ground. This year they came back but seem to carry the same decease from last year. I applied the Bayer products but not much change. Benkheen Nursery thinks it could be Rossette, but suggested to reach out to you for confirmation. I have single knockouts in the same area but they are not affected.

We cannot tell from your photos whether you have rose rosette. New growth on roses is normally red. Identifying characteristics of rose rosette are redness, bunchiness, thorniness, and a failure to bloom.
