Cicada spots?

Did the cicadas make these spots on this maple tree?

No cicada's didn't cause the bull's eyes on the maple leaf even though a cicada exoskeleton is on the leaf. Here is a link to the Buckeye Yard and Garden letter that goes out from Extension agents around Ohio. They talk about the midges that cause these Maple Eye Spot Gall marks along with a photo.

Populations of these insects are not usually large enough to cause damage to the maple tree and therefore chemical treatment is not recommended.
