What is wrong with my rosebushes?

What is wrong with my rosebushes? What is happening to all the leaves on my rosebushes? They are all being eaten by something but I never see any type of bug on them. I have sprayed them several times with a fungus spray and that has seemed to help. But all the new leaves that grow on the rosebushes eventually get eaten the same way. Please help!

Your photos show damage from the feeding of rose slug sawfly larvae. There are three types that feed in our area in Maryland. They feed by scraping away green tissue. In time, the tan spots drop out and the leaves get a lacy appearance. Under heavy populations, the plants can be totally defoliated.
They can be hard to see, but you can see photos below.
