Rose Issues

We moved into a townhome that had rose shrubs planted. We started noticing some patches on the rose leaves. We have also noticed ants along the stems and leaves. How do I tackle this problem? Also, is it good to leave the flowers on or should we cut them? Is there a good way to propogate them?

The ants are not harming your roses and do not warrant any control measures.
