Cherry leaves are curled/attacked

I want to solve an insect attack on the new leaves of our 6ft tall Rainier cherry tree. I'm guessing the bad guys are the ones that look like black sesame seeds but they are attracting lots of ants too. I'd like to avoid using anything poisonous/non-eco (and I believe I have neem oil) but wanted to ask you all before proceeding. Please detail product, mixture proportions etc - since I'm quite the novice.
