Treating a Spruce with a fungucide

Hi, We lost a spruce tree earlier this year and cut it down. It hadn't shown buds or grown in several years. Our branches lost their color and needles from the bottom up. We asked a forester who mentioned it was likely a fungus. See the pictures attached. The right tree in the picture we want to treat. Do you have any suggestions? The forester mentioned that it should be sprayed. what would I use and can I use a hose end sprayer? This is the first time using your site, it's incredible. Thanks for any info you can provide.

I'm not sure just what fungus your trees had. Here is a link that describes the most common aliments of Spruce trees, and a number of different treatment courses:
