Spraying all season oil during rainy weather

Have armored scale on laurels. Mid-may is time to spray all season oil. But we continue to have rainy weather. Can I successfully spray during rainy weather? (I am brushing the limbs of laurels with a stiff brush.)

If it stops raining, and the laurels dry, you can apply all season oil. You can get sufficient drying in one day. It is possible for it to not rain in the morning and then by afternoon it could be dry enough to spray. Continue to brush off the scale. You could put on some double sided tape and when you see crawlers you can spray if the shrub is dry. Unless it gets too hot, you can spray into June. vw
