ID Evergreen Shrub

All I know is this shrub is an evergreen. It did not produce berries and does not flower. What looks like flower buds in the one picture are just new leaves.

The plant looks like it may be a type of Japanese holly. There are many species.

Could it be a privet? It currently has little white flowers all over. What would be a distinguishing feature to look for?

No, this looks like a Japanese Holly.
It's good it's not a privet. They are pretty invasive and rarely sold any longer.
