Drainage problem

Hi I have a bit of a drainage problem in my garden. My Gardener is suggesting a full drain at a cost £1,700 using perforated plastic pipes. As a cheaper alternative, would putting Waterproof membrane under the garden on a small decline (5%), ensure the water drained to the bottom of the garden. Thanks Michael

We're not sure what the source of the problem is (high water table, dense clay soil?), but we can't recommend the waterproof membrane which we imagine would create a bathtub by holding water.

It seems like the best solution would be to build raised beds, with or without rigid sides, that are comprised of well-draining soil.
