Looking for a hardy shrub I can hedge

I would like to plant a hedge in a very slightly raised bed. I would like to shear it to look very tidy, and maintain a maximum height of 3'. I am willing to prune several times a year. A few years ago, I attempted a boxwood hedge. I didn't do my research, because that failed. I'm not sure what my options are, I am about an hour north of the metro. I've had luck with a Spirea hedge, but would prefer something more dense and green. I've seen a Privet in catalogs, and wonder if this is an option for me. Thanks for your advice!
