Growing purple see potatoes

How do I prepare my soil to grow 9 seed potatoes that are already growing new shoots abouty 6 inches tall? So far I have cleaned out my old bed and added four bags of steer manure for new neutrients. How far apart do I set them and how deep to set them in the ground. Is it too early to plant now? Otherwise since the seed potatoes (purple skin, red skin, white skin) already have new growth shooting out should I just throw them away and forget it? This is my first time to to try growing potatoes. I live in Grants Pass, Or. Thank you so much, Sue Sawyer.
