Blight

I had blight on my tomatoes & cucumbers last year. If I remove the top 4 inches of soil from my raised garden will that get rid of problem.

Probably not since the spores can remain for many years. It is best to rotate tomatoes/potatoes to different areas and not move them back for three years. Your plants need to be staked and mulched. Remove any leaves that even look like they are getting near the soil and be sure to let their leaves dry out by planting further apart and watering at soil level.
