twig maker in tree

I keep finding 6-18 inch twigs at the base of one of our trees. At first I thought it was just the tree shedding some dead branches and the wind blowing them to the tree base however each time I sweep them up, more appear. The branches are new small end pieces that seem to have been chewed off. There's no sign of a nest in the tree. We do have woodpeckers and squirrels in the yard. What animal/bird is causing this?

A squirrel will do this in preparation of making a new nest.
