If you have dead branches at the base of blue spruces it would be good to remove them back to the stem. This will help the plant callus over dead tissue. Make sure branches are dead. Scratch the bark to see if tissue under the bark is green. Check buds on ends of branches for green tissue. Needles can die from a number of problems such as needlecast (a fungal disease) but buds may still be alive. If in doubt wait for spring to see what branches actually produce needles from living buds and then remove what does not come back.
