Browning needles on conifers can have many causes. The images aren't especially clear, and without knowing about the context (how long this has been happening? drought, wind, conditions etc., proximity to roads, etc..) it's hard to make much of a definitive diagnosis. I've attached a document from the Alberta Dept of Ag and Forests with a summary of different causes. You should contact a local Ag rep who can view the site and will be able to give you diagnosis. http://www1.agric.gov.ab.ca/$department/deptdocs.nsf/all/agdex4144
