I am not aware of a local vendor that sells brown lacewings. I think most local garden centers selling lady beetles purchase their supply from vendors in California. That being stated however, a number of garden centers in the area have them available during the spring. A challenge is keeping lady beetles near the plant you wish to protect. One way this can be accomplished is by planting companion plants such as asters near those you are concerned about. Lady beetles are able to complete development feeding on aster pollen; thus it is another source of food when aphid populations decrease from predation. Another plant with pollen natural enemies utilize is fox glove.
hope this helps,
