Evergreen shrubs

Writing to request names of evergreen shrubs that grow to about 23-26 inches high. May I have names of evergreen shrubs that are only evergreen and also evergreen shrubs with white flowers. Thank you.

There are many junipers that meet your height requirement. (They do not bloom.) Also, you can find nandina in local nurseries, and you may be able to find low-growing chamaecyparis or cryptomeria. Bird's nest spruce should be easy to locate. Low-growing (groundcover) maholia is not easy to find. Weeping English yew is excellent, and though, like many low evergreens, will require some pruning, it will not require much.

Cotoneaster has small white flowers. Azaleas, of course, have white flowers. Most azalea varieties will be too high.

It is very important that you read the labels carefully because the labels often give a height, but that size depends on constant pruning! Notice how they word the label. If it says it grows to your desired height "with yearly pruning", then don't buy it unless you want to prune each year! Find out what it's "ultimate" height is. It's a good idea to write down what you like and search more about it online.
