Planning a small , outside but enclosed garden in a restricted area of a retirement community

A very small committee would like advice on how to plan a low maintenance enclosed gardening area for the pleasure of the residents in the area of the CCRC and unable to do any of the work. Is there anyone at the extension center who could help us. There is no money budgeted for this. We could measure the area and probably give the directional orientation. This area is very visible from inside the building i.e. it is small courtyard type area. This is in Blue Bell, Pa.
