This is a stinkhorn fungus growing in the decayed matter on the ground. It can be very foul smelling, thus the name. Like most mushrooms growing in decaying matter they have a short life span and yes they can come back year after year as long as the organic matter is available and the environmental conditions are what they need for moisture and temperature. This stinkhorn is described in an article from Purdue's Diagnostic Lab at: https://www.ppdl.purdue.edu/PPDL/weeklypics/10-10-05.html
