Reusing old hay

I have taken over a community garden plot. The former owners layed down thick layers of hay probably to cut back on the need to weed. Apparently it didn't work. I have removed all the hay and put it in a real big loose pile in the corner of this plot and I have had the dirt rototilled because it was a wet mess. In my attempt to build the soil back up again is there anyway I can reuse this big pile of hay to loosen the soil up or mix it with a manure or compost?

If the community garden has a compost area, you can compost it. Otherwise, use it as a mulch on top of your garden but do not till or work into the soil. Hay can contain weed seeds.
