What Lawn Care the recommended steps to keep my lawn looking vibrate i.e. green? Is there something I need to do seasonally? For example, this is the fall should i be treating my lawn with any i.e. grass seed etc? Also, I have very dry spots. Furthermore, can you recommend something to keep cats from using my lawn for a litter box?

Dye will keep your lawn green all year. A normal lawn will tend to go brown in drought and/or in the winter. Lawns should be fertilized and possibly overseeded in the fall. http://extension.umd.edu/hgic/umd-extension-lawn-fertilizer-schedule-home-lawns https://extension.umd.edu/sites/default/files/_images/programs/hgic/Publications/HG102%20Lawn%20Esta...
We do not know if it is it legal for cats to be wandering around in the district. There are commercial products that may work for some of the cats some of the time, but we question the merit of their use to protect your lawn. https://extension.umd.edu/hgic/domestic-and-feral-cats
