trumpet vine

Hello, I recently moved (August 15) into a house in Waukesha county, WI. There is a mature trumpet vine on a large trellis, but it hasn't flowered since I arrived. It gets plenty of sun-mostly a.m. I heard that I should severely prune it, and that may solve the problem. If so, should I take it all the way down to the ground? I appreciate your assistance with this. Thanks, Fred Braby
