strip mining and clean and green

If only a portion of your farm was stripped mined for coal 30 acres out of 200 acres, and the land has been restored to farming use; does this situation create a violation of the clean and green roll back taxes penalty?

And if it does create clean and green violation is the violation for the whole 200 acres or just the 30 acres?
