Does the state of Ohio charge any type of "transfer fee or Tax" when someone conveys or purchases oil & gas and/or mineral rights?

Ohio law allows a county auditor to charge a conveyance fee and a transfer fee for the creation of new property interests and transfers of existing property interests. Ohio Revised Code 319.20. The fees vary by county; conveyance fees are based upon value of the property interest while the transfer fee is a flat fee. Many of the shale development counties in Ohio are implementing new procedures for documenting and transferring oil, gas and mineral interests and are charging fees for these types of transfers.
