Does the state of Ohio charge any type of "transfer fee or Tax" when someone conveys or purchases oil & gas and/or mineral rights?

Ohio law allows a county auditor to charge a conveyance fee and a transfer fee for the creation of new property interests and transfers of existing property interests. Ohio Revised Code 319.20. The fees vary by county; conveyance fees are based upon value of the property interest while the transfer fee is a flat fee.
