I received two items in plastic packaging from my local food bank on 10/20/15 that are actually past their expiration date. I know USDA states that packaged goods are good for 1-2 years past the use by date, but I wasn't sure if that was plastic AND paper, or just paper packaging. The items are: Gulf Pacific Premium Whole Grain Brown Rice (16 oz. bag), expired 8/16/15 and Heartland Whole Wheat Spaghetti (2 lb. bag), expired 8/13/15. Are these safe to eat?
