Can I transplant flocks yet this fall?

Hennepin County Minnesota phlox perennials

As long as there is some time for the plants to grow new roots before the ground freezes they should transplant successfully. If you are not moving all the phlox then you are only risking the plants you move and if they don't survive there will be some left to transplant in the spring. So it is probably worth gambling on the weather.
