Is this a grandfather tree? Can you name it?

Hello, please let us know where this plant is located. If it is ouside of the US - what country? If it is inside the US, what state and county? This way it will be easier for us to diagnose the problem and assign the question to the best expert.

This appears to be a Japanese maple with a finely divided leaf known as Acer dissectum. The entire plant's growth habit also suggest a Japanese maple. Here is an image that looks similar: http://www.ornamental-trees.co.uk/acer-palmatum-dissectum-tamukeyama-tree-pp526

There are hundreds if not thousands of Japanese maple varieties. We cannot say exactly which one this is.
