Can you ID these beetles

Thank you for including the excellent image. The insects are bordered plant bugs, Largus cinctus, in the order Hemiptera. The individuals with the orange/red border are adults, the others are the fifth nymphal instar, the developmental stage just prior to becoming an adult. Even those these bugs can be exceedingly numerous, they seldom damage garden plants. So, no need to spray.
