Crepe Myrtle

I have had a crepe myrtle plant for over 15 yrs-. The last 2 yes. it has not bloomed mucjph and isn't growing very tall. There are a lot of dead branches sticking out the top. How can I rejuvenate it?Also, there are tulip bulbs planted around the base as well as some con flowers, and fall daisies.

Crepe myrtle have been hit hard by extreme cold the past two winters. You can do a rejuvenating pruning in early April. The plant material at the base can be left alone.
