The spider in your photo is a nursery web spider, Scientific name: Pisaurina mira, Family Pisauridae. This species of spider is common throughout eastern North America. They are normally found in fields, shrubs and forest understory vegetation. Females of this spider lay their eggs into a silk sac or ball, which they carry around in their jaws. When the eggs are about to hatch, she spins a silken tent or nursery into which she places the eggs sac. She then guards over them until they hatch. These are wandering spiders, and they don't build a web to capture prey. This one merely wandered into your garage from outside, and likely would not have taken up residence there. These spiders are considered harmless. I have included a link below to a website with photos and more information about these spiders.
