When is the best time to divide black-eyed Susans?

I live in Valparaiso, Indiana, and I have some black-eyed Susans I would like to divide. The blooms are still on but are fading. Is it okay to divide them now? If so, should I remove the blooms?

You would be better off waiting until the flowers are done (gone), the temps cool and the rain returns. This will give them an entire winter to adapt to the change.
