fast moving pest decimates tree foliage in three days what is it?

At a friends house in the historic distric of Ellicott City, a black bug curved smaller then would fit inside the curve of a dime. Her chickens want nothing to do with eating them, she says in three days they've basically deleafed a tree (locust tree? 80 plus years) and that so many of them looked like the whole car, cooler, driveway covered with them.

Locusts are not uncommonly defoliated at this time of year. They generally seem to bounce back. Without seeing photos of your insect and/or your tree, we cannot say for sure what is going on. vw
