What is this plant?

The attached photo is a section of one of the plants from one of our garden areas. There are quite a few of these artichoke looking pieces adjacent to each other in one spot. Some are more compact as opposed to this one which is more open/blooming. We have never seen it before moving to this house and don't know what it is. Do you recognize this specimen? Thanks very much for your help!

This is hen and chicks, a perennial ornamental "flower". It is a succulent and, thus, very drought tolerant.
