I have a two year old miniture weeping cherry. It is doing well. It is getting wider, but not taller. Is this normal?

Weeping cherries are grafted with the top (scion) the part that produces the weeping affect. They do tend to be about as big around as they are tall and depending on the variety may only get 15-20' tall.

You are lucky that it survived this past NW MO winter . We saw a number of weeping cherry trees that died this spring in the St Joseph area.
