serviceberry tree pest

My serviceberry tree has browning/yellowing leaves on the surface and small black "dots" (eggs?) on the underside surface of the leaf. Any idea what this is and how to treat it. I've tried to include a couple of images Thanks--

We do not recommend using a systemic insecticide containing neonicotinoids (Merit, or imidicloprid is a common one) on any flowering plants that would attract bees and other pollinators because that class of chemicals as been implicated in colony collapse syndrome.
