Roses have large holes practically 98 percent leaf is eaten away. The new sof growing shoots are also targeted and eaten . I noticed 3-4 mm size green caterpillars in effected areas

It sounds like you have Rose or Pear slugs (Sawfly) feeding on your roses. This information from the Missouri Botanical Garden describes both pests and control measures.
