holly tree shoots

40+ year old holly tree, very healthy, has numerous shoots near base. Can they be removed, somehow, and planted elsewhere?

In general holly is propagated from seed or cuttings. If they are young seedlings growing independently from the tree they can be dug up and transplanted.
If they are suckers, growing from the root system, they cannot be transplanted.
