WSU has a fantastic comprehensive gardening resource and it includes detailed maps to guide you in planting your garden: Home Vegetable Gardening in Washington. It is a 29-page downloadable resource. http://cru.cahe.wsu.edu/CEPublications/EM057E/EM057E.pdf
I'm located in Kalama, and the general rule of thumb here is to plant summer vegetables around May 31st in a normal year (cool and rainy). If the soil isn't warm enough, your plants won't grow, and may be damaged by a late frost. However, consult this guide for your specific location!
Good luck!
