What is wrong with my lilac bush?

Alamosa County Colorado trees and shrubs

Lots of distorted growth on leaves or buds can be contributed to eriphyid mites, but nothing matches up.

One of my initial thoughts was pesticide damage, but other leaves are fine.

Aphids just doesn’t look right.

If you would like someone to stop by and look at the plant, contact the Colorado State Forest Service Office in Alamosa at 719-587-0915

The information above came from Adam at the Colorado State Forest Service Office. I wasn't sure so I asked for his help.
