Get MS with job experience

I've 3+ yrs work experience after completing my btech in India in Computer Science. I was supposed to pass btech on 2012.But it I could pass all the semesters only on 2015 from backlogs. But I have no delay in between my btech and career start. Now I'm planning to study MS with job opportunity . But I've only like 64% marks for my B. tech and my English level is only like 20%. I would like to know if it's a good decision to take B.Tech since I'from a middle class family and I would like to know about the cost and other procedures for the same.And I would like to know which country or university will be suitable for me to get MS.
