trees covered in spider webs

Our trees and our neighbors trees are encased in spider webs. I believe that the spider is a spiny orb weaver. What can I do to get rid of them or who do I contact,?

Barklice are very popular this year in Houston. They are not true lice, they are considered a beneficial insect removing dead/organic matter. If the webs bother you, just blast it with a hose to remove them.
