Bee or Bug nest-brown pod wrapped in cotton-larvae?

Can you tell us what this is? It was in a 3/4 inch pipe and appears to be a nest. It was stuffed with what looks like cottonwood cotton. When we pulled that out, there were small brown pods wrapped in the cotton that squish like they are larvae of some sort.

I think these are probably from a nest of a solitary bee but it is a bit hard to tell in this condition. There are many species of solitary bees that use existing holes or, in some cases, dig holes for their nests. Carpenter bees are a good example.
