How can I systemically protect my honey locust trees from the honey locust plant bug?

The Honey Locust plant bug is a fairly new arrival to Oregon, first identified in 2008. My research shows that after the initial damage by the nymphs, new growth will appear and a well-established tree may not need anything done to get rid of the pests. The following website says spraying for bugs is not recommended, but oils and insecticidal soaps can be used if necessary.
